HHCAHPS

The Home Health Care Consumer Assessment of Healthcare Providers and Systems (HHCAHPS) survey measures patient perceptions of care in Medicare-certified home health agencies (HHAs). Scores are publicly reported to help provide consumers information to choose their healthcare providers, and to allow providers to see how they stack up against their peers.

Who participates?
Medicare-certified home health agencies (HHAs) participate in HHCAHPS. To receive the annual payment update (APU) for any given year, home health agencies that do not qualify for an exemption from participating in the HHCAHPS Survey for the specified annual payment update must contract with an approved HHCAHPS Survey vendor and administer the survey on an ongoing (monthly) basis and submit HHCAHPS Survey data to the HHCAHPS Data Center on a quarterly basis. Home health agencies that fail to meet their requirements for the annual payment update could face a two percent reduction in their Medicare payments.

Do I need a vendor to administer HHCAHPS?
Yes. A CMS approved vendor is required for administering the HHCAHPS survey.

What modes of administration are offered?
The ACO CAHPS survey is administered through a Mixed-Mode data collection protocol:

– CMS pre-notification letter.
– One survey mailings.
– Up to five follow-up phone call(s) to non-respondents.


What does the survey assess?
The HHCAHPS survey is 34 questions long. There are 25 “core questions” and 9 “about you” questions on HHCAHPS. The questions cover topics such as:
– Communication about care.
– Pain.
– Prescription medication use.
– The care received from the home health agency.
– Staying informed about scheduling.
– Global ratings.

Of the 25 core questions, 17 core questions are grouped into three survey “composites” or groupings of like topics, for the purpose of public reporting. The three composites that are publicly reported are “Care of Patients”, “Communications Between Providers and Patients”, and “Specific Care Issues”. CMS will also report the results for two global or overall measures called “Overall Rating of the Health Agency” and “Would You Recommend the Agency to Family and Friends”.
